John Toccalino
President, Chief Executive Officer

Mr. Toccalino joins Atlantic Engineering Group bringing many years experience in the telecommunications industry. He has led numerous consulting and design projects, developed and executed broadband distribution groups, established operating procedures, assembled management teams and prepared strategic plans. Mr. Toccalino holds a BS in Civil Engineering from Michigan State University and a Masters of Business Administration from the University of California, Davis. He is a registered Professional Engineer in several states.

James H. Salter, P.E.

Mr. Salter founded Atlantic Engineering in December 1995. Prior to that, he served for seven years as the general manager of Monroe Utilities Network, a municipal utility that owned and operated a broadband telecommunications system. In addition to providing electricity, natural gas, water, and wastewater services, the Monroe Utilities Network has thirty years experience in broadband communications. In the field of telecommunications, Mr. Salter has served in the role of operator, consultant, designer, and contractor. Mr. Salter currently serves as the Chairman of the Board of Atlantic Engineering Group and Chief Strategy Officer. He is the current Governmental Relations Chair for the Fiber to the Home (FTTH) Council.
He has twenty years experience in utility engineering, having worked with member-owned, investor-owned, and municipal systems. Mr. Salter earned his B.S.in Electrical Engineering from the Georgia Institute of Technology in Atlanta, Georgia, and is a registered Professional Engineer in many states. Previous to founding Atlantic Engineering Group, he was a system planning engineer for Walton Electric Membership Cooperative (EMC), transmission/generation operations engineer at American Electric Power, and general manager with Monroe Utilities Network. He served as President of the FTTH Council and a Board of Director.

James A.(Bubba) Pittman

Mr. Pittman enjoys a 25 year history in the telecommunications business. He is well-known throughout the industry and joined Atlantic Engineering Group from Charter Communications. He has served in myriad positions including service manager, plant manager, and operations manager for systems serving over 100,000 customers. Mr. Pittman oversees all technical services for Atlantic Engineering Group including splicing, Head end, dish farm, and turn up of the network.

Stacey Richardson
Vice President and Comptroller |

Mrs. Richardson joined Atlantic Engineering Group in 1999. She currently serves as Vice President and Comptroller. Stacey has a long administrative and accounting history and has performed myriad jobs over the course of the past nine years including Vice President and Internal Auditor. Mrs. Richardson holds a BS from the University of Georgia and an AS Mathematics from Gainesville College.

Eddie Church

Mr. Church has been working in the telecommunications construction arena for more than 20 years. He has served in numerous operational and managerial positions in telecommunications, cable television, and fiber to the premise network construction. Mr. Church has a reputation in the industry as one of the best ‘underground guys’ in the business. He presently oversees all underground construction policies and procedures, develops guidelines and best practices for boring, trenching, rock cutting, blasting, missile boring, conduit pulls and underground crews.

Mark S. Beach
Vice President for Aerial Construction |

Mr. Beach joins Atlantic Engineering Group with 20 years experience in the telecommunications space. He has served as General Manager, Project Manager, Owner and Aerial Construction Manager. Mr. Beach is responsible for all aerial construction including telecommunications space and power space for Atlantic Engineering Group.
